#What belongs here

Document behavioral changes, new public capabilities, deprecations, and contract updates that may require action from customers or integration teams.

#What does not belong here

Do not add typo fixes, layout tweaks, or internal-only documentation cleanup. Those changes belong in git history, not the public changelog.

#Initial state

This scaffold does not include release entries yet, but the route and content conventions are in place for future public updates.
